Journalists killed: the state record

"Which state killed how many journalists?" can only be answered cleanly for the period since **1992**, when the Committee to Protect Journalists (CPJ) began its systematic database with perpetrator attribution. Before that: documented episodes, no comparable statistics. We show both — separately.

Method CPJ database (1992–2026), attribution "Government/Military Officials" — plus documented historical episodes. No extrapolations.

Part 1: the systematic record (1992–2026)

What the numbers mean — and don’t

Israel/OPT (210) leads by a wide margin. The 2023–2026 Gaza war dominates: 191 of the 210 deaths since October 2023. CPJ’s February 2026 special report: Israel was responsible for two-thirds of all journalists killed worldwide in 2025.

A “0” is not an endorsement: Germany, France (in this attribution), Spain, Portugal have killed no journalists via state agents since 1992 (per CPJ). That does not make them surveillance-free — only non-killing. The country index shows the other dimensions.

All perpetrators (top of the list)

Country (location of death) Killed 1992–2026
Iraq 286
Israel/OPT 221
Mexico 171
Philippines 164
Syria 163

War and cartel fronts dominate: Iraq (war, IS), Mexico (cartels), Philippines (Duterte era). Full 117-country table: cpj.org/data/killed.

Part 2: before 1992 — documented episodes

For the pre-1992 era there is no comparable systematic statistics. Anyone selling you a table "170 journalists killed by state X, 1934–1945" invented it or extrapolated from single cases — unusable either way. What is documented:

The finding: states have always killed journalists. But the precise, comparable count began in 1992 with CPJ. Everything before is memory work, not statistics. Anyone claiming a “100-year exact table” is lying — to you and to themselves.

Debunking

False: “Israel killed the most journalists of all time.” — In the CPJ era (1992–2026) Israel holds the highest state-attributed count (210). “Of all time” — there are no data. Two different claims.

Also false: “Only 1 journalist killed by US government agents, so the US is harmless.” — The number counts deaths on US soil. It does not count deaths via US arms exports, US drones, or allied governments. It is an indicator, not a morality meter.
